Comments from FSBC (5/12/14):

IELP’s removal from CLAS would translate, in budgetary terms, to the removal of the proposed FY2015 IELP budget from the FY2015 CLAS budget, and the removal of IELP’s FY2015 revenue requirement from CLAS’s FY2015 revenue requirement. Though not yet determined, the Provost’s Office has assured the Budget Committee that these changes will be budget neutral at the department, CLAS and University levels. The Associate Dean of CLAS concurs with the assertion of budget neutrality.

Separating IELP from CLAS will reduce the fiscal flexibility of each unit. CLAS’s larger size minimizes the impact on it, but IELP will be standing on it’s own and may have issues after a year in which they miss their revenue requirement.

This change will probably alter CLAS’s RCAT ratio, but this is an informational number only. It’s not yet known what impact the transfer would have on CLAS’s ratio or what IELP’s ratio would be.

IELP’s revenue will not be absorbed by OAA. It will be treated as a seperate revenue generating unit, like the Honors College or University Studies.

The FY2015 CLAS budget has not been finalized (as of May 5) and money will have to be found from within CLAS to reduce the proposed $200,000 decrease in IELP’s adjunct budget before the transfer takes place. This budget alteration would happen even if IELP were to stay in CLAS, however.
